Ali bin Mohammed bin Ali Al-Arem is an expert and consultant in security, quality management, and institutional development. He has more than thirty years of professional experience in security, leadership, and administration. During his career, he progressed through several executive positions within Public Security until attaining the rank of Brigadier General. He gained extensive practical experience in field leadership, criminal investigation, forensic evidence, crowd management, road security, human resources management, quality management, academic development, internal auditing, and training. This broad experience enabled him to combine specialized security expertise with modern management practices.
He holds a master’s degree in Quality Management from the Arab Academy for Science, Technology and Maritime Transport, a Higher Diploma in Security Studies from King Fahd Security College, and a bachelor’s degree in Education from King Saud University. These qualifications provided him with a strong academic foundation combining modern management and security sciences and contributed to the development of an integrated methodology based on quality, performance improvement, risk management, and operational efficiency.
Throughout his professional career, he held numerous leadership responsibilities across various Public Security sectors. He worked in criminal security, forensic evidence, security patrols, road security, investigation, and command and control. He also led several security units in the Asir Region and occupied senior positions in Public Security training affairs, including human resources management, quality and academic development, internal auditing, and financial and administrative management. These roles provided him with advanced experience in institutional management, systems and procedures development, and improving organizational performance.
He is also a specialist in crowd management and the security of major events, with more than twenty-five years of experience in Hajj and Umrah operations. His work included command-and-control centers, pedestrian management, criminal security, traffic management, and the implementation of security plans for Hajj seasons. Such responsibilities required coordination among multiple authorities, efficient resource management, and rapid decision-making in high-density environments. This experience enabled him to develop a profound understanding of risk management, preventive planning, business continuity, and emergency response in accordance with the highest security standards.
He also has extensive experience in applying quality and institutional excellence principles within government entities by developing procedures, improving processes, increasing performance efficiency, managing human resources, and strengthening governance and internal auditing. His expertise also encompasses project management, risk management, cost control, and strategic planning, supported by numerous specialized professional programs completed within and outside the Kingdom.
He has received several medals and honors, most notably the Third-Class Medal of Merit, the Hajj Medal for several seasons, the Operation Decisive Storm and Operation Restoring Hope Medal, and the Rescue Medal. He has also received more than fifty certificates of appreciation from Public Security leaders and various government entities in recognition of his professional contributions and distinguished performance in security and administrative duties.
