Quality did not emerge as a mature and systematic discipline; rather, it evolved through successive intellectual and organizational stages that gradually shaped humanity’s awareness of the necessity of mastery.

In its earliest form, quality began as an inspection practice with a narrow technical scope. Today, it has developed into a comprehensive system that influences the structure of institutional thinking and redefines the relationship between people, work, results, and meaning.

The Inspection Stage — Before 1930

In its early stages, quality was associated with examining final outputs rather than processes.

Efforts focused on identifying defects after production and excluding nonconforming products.

Responsibility was limited to inspection teams, with no awareness of preventive improvement or collective participation.

“Searching for errors after they occur.”

The Quality Control Stage — 1930–1950

Quality Control

With the Second Industrial Revolution, the need for statistical process control emerged.

During this period, Walter Shewhart developed the initial foundations of the improvement cycle:

Plan–Do–Check–Act

Quality thinking shifted from inspection to control, and organizations began discussing “process control” rather than “inspection of results.”

Core principle:
“Preventing errors instead of detecting them.”

The Quality Assurance Stage — 1950–1970

Quality Assurance

During this stage, quality became an integrated administrative system aimed at building trust both within and outside the organization.

The concept became associated with documenting procedures and providing training, and the term “quality management system” began to be used.

Deming’s philosophy was introduced in Japan after the Second World War, creating a fundamental transformation in industrial and administrative thinking.

Core principle:
“Trust is built through systems, not randomness.”

The Total Quality Management Stage — 1980–2000

Total Quality Management – TQM

This stage represents a major turning point in modern quality thinking.

Responsibility shifted from quality departments to all members of the organization, and the defining slogan became:

“Quality is everyone’s responsibility.”

This philosophy was based on continuous improvement, customer satisfaction, motivational leadership, and employee empowerment.

Excellence models such as the Baldrige Excellence Model and EFQM emerged, expanding the concept of quality to include strategic and human dimensions.

The Sustainable Quality Stage — 2000 to the Present

Sustainable Quality

Today, quality has moved beyond its operational meaning to acquire a strategic dimension connected to sustainability, innovation, and social responsibility.

The focus has shifted toward the “quality of the institutional ecosystem,” rather than being limited to the product or service.

Concepts such as digital transformation, artificial intelligence, data quality, and performance governance have become part of quality management.

Core principle:
“Quality is a sustainable institutional way of life.”
